I love this sign that the NYPD has been putting up all over the nabe. Fireworks are LLEGAL? Looks like someone could use a basic lesson in graphic design.

I see the picture of the firework/stick of dynamite as a stylized "I." It's lowercase for the word "fireworks" and capital for the word "Illegal."
The lesson is in graphic design, not spelling. We are aware of what the sign 'says' and what the designer was trying to do. We are also aware of what it inadvertently conveys, which is why bad design - even well-intentioned bad design - is a broader category than "stuff that is ugly."

May just be me, but it seems pretty clear that the firecracker is an "I" in both "fireworks" and "illegal" :-)
