It was simply an Old Navy when it first came there. It didn't do too well, so the strategy was to trick us folks by brining a discount store get us hooked and then change it back. Worked like a charm.

That may be, but when they were transitioning from the outlet to the regular store, they cleared the whole thing out as if changing tenants entirely.
